On July 10–11, 2025, Rome hosted the fourth International Ukraine Recovery Conference (URC 2025) — a key platform for discussing long-term strategies for Ukraine’s reconstruction and attracting private investment.
URC 2025 brought together representatives from over 100 countries, international organizations, financial institutions, businesses, and local authorities. The discussions focused on transitioning from emergency aid to systemic economic recovery — with the private sector playing a central role.
According to Reuters and the Ministry of Economy of Ukraine, more than €10 billion (~$11.7 billion) in agreements were signed or coordinated during the conference across reconstruction, infrastructure, energy efficiency, industry, and business development. These deals include both government programs and partnerships with international financial institutions.
“Rebuilding Ukraine is not only a humanitarian mission but also a unique economic opportunity for private companies. Investors see the potential of the Ukrainian market, which is already integrating into the European economic space,”
— noted one of the conference moderators (ISPI, Rome).
New Horizons for Investors
For businesses, participating in Ukraine’s recovery process opens a range of strategic opportunities:
- Integration into large humanitarian and infrastructure programs (energy, transport, housing);
- Entry into a reforming market aligning with EU standards;
- Access to international funds, government programs, and reconstruction financing platforms.
