Bilateral business councils are becoming a key mechanism for developing trade and investment between nations. One of the most successful examples is the Ukrainian–Korean Business Council — a platform that has quickly evolved into a real instrument for attracting investments and technologies to Ukraine’s reconstruction.

According to the Ministry of Economy of Ukraine and Yonhap News Agency, Seoul and Kyiv, in 2025, agreed on a plan to mobilize up to $8 billion in concessional financing from the Export–Import Bank of Korea and Korea Overseas Infrastructure and Urban Development Corporation (KIND) for projects in energy, transport, and construction.
In addition, KITA (Korea International Trade Association) established a joint task force to promote Korean companies in the Ukrainian market.

The Business Council has become a true platform for synergy between the private and public sectors:

  • Korean investors gain structured access to Ukrainian projects;
  • Ukrainian companies gain access to advanced technologies and engineering solutions;
  • Intergovernmental agreements are turning into real business cases.

“The success of the Business Council lies in the fact that it goes beyond diplomatic dialogue — it is a practical mechanism for cooperation and joint investment,” — stated a KIND representative in Seoul.
