The World Bank, in cooperation with the Government of Ukraine, the EU, and the UN, released the updated Ukraine Recovery and Reconstruction Needs Assessment (RDNA-4) covering the period up to December 31, 2024.

According to the report, the total cost of recovery is estimated at $524 billion, a 24% increase compared to the previous 2023 assessment.

Sectors with the highest recovery needs:

  • Housing — $84 billion
  • Transport — $78 billion
  • Energy — $68 billion
  • Industry and Trade — $64 billion
  • Agriculture — $55 billion

RDNA-4 emphasizes that 30–35% of investment needs can be financed by the private sector, including through public-private partnerships, risk insurance, and guarantee programs provided by IFC and MIGA.
At the same time, the focus shifts to the “Build Back Better” approach — combining recovery with modernization and green growth.
